Operational objectives

The operational objectives of the Directorate for the Management, Development and Support of the Public Procurement Information System include:

    The administration and support of the operation of the Integrated Information System - National Electronic Public Procurement System (IIS NEPPS), which indicatively includes subsystems such as: the National Electronic Public Procurement System for Supplies & Services (NEPPS SS, aka “ESIDIS Promithies & Ypiresies”), National Electronic Public Procurement System for Public Works (NEPPS PW, aka “ESIDIS Dimosia Erga”), Central Electronic Register for Public Procurement (CERPP, aka “KIMDIS”), Promitheus Web Portal, Business Intelligence and Reporting systems, Public Procurement Planning Dashboard, National Registry of Economic Operators (suppliers and service providers), Electronic services for managing the European Single Procurement Document (ESPD).

    The design and implementation of projects and actions for the operational and technological development and improvement of NEPPS.

  3. 03

    The development and application of techniques, best practices, and tools for the publication, planning, award, and execution of electronic public procurement.

  4. 04

    The collection and processing of National Electronic Public Procurement data to provide information and generate knowledge related to public procurement.

  5. 05

    The provision of support and training to users, including Central Purchasing Authorities, Contracting Authorities / Entities, Audit Bodies and Independent Authorities and bidders.

  6. 06

    The representation of Greece in the European Union and international organizations on matters related to e-government systems for public procurement.

  7. 07

    The drafting and issuance of circulations and guidelines on organizational, operational, and technical matters of NEPPS.

  8. 08

    The strategic and technical management, monitoring, updating, and improvement of the Promitheus web portal.

Responsibilities

The Directorate consists of the following departments with the following responsibilities:

Department A

Administration & Support

  • A.

    Ensuring the administration, incessant operation, upgrading, and maintenance of the subsystems.

  • B.

    Supervising the proper use and security of the systems.

  • C.

    User registration and management (in cooperation with other directorates).

  • D.

    Maintaining NEPPS databases and backups and related infrastructure.

  • E.

    Monitoring, updating, and managing of the “Promitheus” web portal.

  • F.

    Ensuring interoperability with other public administrations’, private sectors’ and EU’s systems, as well as European Commission services.

  • G.

    Providing specialized technical support and consulting to users (public bodies and suppliers).

  • H.

    Collecting, evaluating, categorizing, and resolving technical issues.

  • I.

    Proposing technical upgrades to optimize system performance.

Department B

User Support and Training

  • A.

    Providing specialized assistance to users for effective use of the system (publication, planning, tenders, contract execution).

  • B.

    Continuous training and education of users.

  • C.

    Facilitating and coordinating wider adoption (rollout) of subsystems.

  • D.

    Proposing and coordinating actions to promote NEPPS and improve user support.

  • E.

    Coordinating all stakeholders involved and monitoring implementation.

  • F.

    Monitoring, evaluating, and resolving issues arising during system use.

  • G.

    Submitting proposals for optimization and operational upgrades, including speeding up procedures.

  • H.

    Preparing impact studies on system functions and proposing improvements.

  • I.

    Study, evaluation and issuing of guidelines for proper system use.

Department C

Development and Technical Evolution

  • A.

    Designing and developing all NEPPS subsystems, including support for: e-catalogues, e-shops, e-invoicing, e-payments.

  • B.

    Proposing improvements, optimizations, and redesigns where needed.

  • C.

    Monitoring technological developments in e-procurement systems and proposing changes for system optimization.
