The transition to the new platform marks a new approach to the organization and management of public procurement, enabling integrated monitoring of the entire procurement lifecycle, from needs planning through to contract execution and completion.

The process of informing key users about the transition to the new Integrated Information System (IIS) NEPPS (“OPS ESIDIS”) commenced through two information events held for Contracting Authorities and Economic Operators on 22nd and 25th June 2026, respectively. The new system is being implemented by the General Secretariat for Information Systems and Digital Governance of the Ministry of Digital Governance and Artificial Intelligence and the Information Society S.A., in cooperation with the General Secretariat of Commerce of the Ministry of Development, within the framework of the National Recovery and Resilience Plan “Greece 2.0.”

The new IIS NEPPS is a critical project for the digital transformation of the public procurement sector, for supplies and services, as it upgrades a system that plays a pivotal role in public administration, transparency, public expenditure management, and the functioning of the market. 

Since the launch of NEPPS in 2014, more than 119,000 electronic tenders have been conducted and over 449,000 bids have been submitted, highlighting the scale and significance of the procedures it supports. The new system aims to address long-standing challenges in the use and management of procurement procedures, reduce the administrative burden on Contracting Authorities, and facilitate the participation of Economic Operators in electronic tendering processes.

Through the development of new interoperabilities between public sector information systems, such as DIAVGEIA and CERPP (“KIMDIS”), duplicate data entry is eliminated, reducing administrative burden while enhancing data consistency and reliability. 

For the first time, the New NEPPS introduces innovative procurement methods, including electronic catalogues (eCatalogues), electronic shops (eShops), and electronic marketplaces (eMarketplaces). 

These enhancements strengthen transparency, traceability, allow more effective planning of public expenditure, faster procurement implementation, more efficient use of public resources, and evidence-based decision-making supported by reliable data. The new capabilities are expected to substantially improve both the day-to-day operations of Contracting Authorities and the participation experience of Economic Operators in public procurement procedures, making processes simpler, faster, and more transparent. 

The information sessions were attended by Dimitris Papastergiou, Minister of Digital Governance and Artificial Intelligence; Dimosthenis Anagnostopoulos, Secretary General for Information Systems and Digital Governance; Napoleon Maravegias, Secretary General of Commerce; Olga Loukanidou, Permanent Secretary of the Ministry of Digital Governance; Dimitris Giantsis, General Director of Projects at Information Society S.A.; and Giota Paparidou, President of SEPE. The implementation of the project forms part of the broader effort to create a modern, efficient, and transparent digital state, where new technologies are leveraged to simplify procedures, optimize the management of public resources, and improve the everyday operation of Public Administration.
